Mark Furnish focuses on health care law, government relations, and public policy matters. With more than 25 years of experience, Mark helps clients understand and navigate the complex regulatory processes.
Mark represents clients in the health care industry and in particular long-term care, hospitals, nursing homes and private physician practices. His practice encompasses a broad range of legal issues related to health facility planning, development, and licensure. He also provides counsel on policy positions and public affairs strategies and develops and implements legal, legislative, intergovernmental, regulatory and media strategies.
Mark’s government service has greatly informed his legal practice. He served as Director of the Center for Long Term Care Licensure, Planning and Finance at the New York State Department of Health. Previously, he held the position of Director of Health Facility Planning and Development, Legal Affairs in the same department. These roles provided Mark with deep insights into health care regulation and policy implementation – with a special emphasis on Certificate of Need (CONs), licensure and antitrust concerns for health care systems.
Earlier in his career, Mark served as chief counsel to multiple New York state senators, including those in leadership positions on key committees such as the Senate Health Committee and the Senate Consumer Protection, Investigations and Government Operations.
Mark has been involved in the development and passage of significant legislation in New York, particularly in areas of civil rights and health care decision-making. He continues to apply this background in his current legal practice, assisting clients with legislative strategies and public policy initiatives.
