Jennifer S. Zucker, Co-Chair of the Government Contracts Practice, is a shareholder in the Washington, D.C., office of Greenberg Traurig. She represents clients on all aspects of federal, state, and local procurement matters, including bid protests, contract disputes and termination litigation, audit and cost allowability, government investigations, suspension and department matters, False claims Act actions, mergers and acquisitions, teaming agreements and subcontracts, and small business matters. She also concentrates in assisting both foreign and domestic companies in navigating the complex realm of government regulations associated with the acquisition or investment in entities deemed U.S. national security assets.
Her experience extends across virtually all government contracting industries, including defense, aerospace and weapon systems, intelligence, emergency preparedness, information technology and network solutions, finance and management consulting. Jennifer maintains an active security clearance and frequently represents clients in investigations and litigation involving classified programs.
Jennifer serves on the Board of The COMMIT Foundation, an organization that empowers service members transitioning from military service to the civilian workforce. She is also a Colonel in the U.S. Army Reserve. From January 2018 to January 2020, she served on the board of directors of SRC Energy, Inc., as the chair of the Compensation Committee and a member of the Governance and Nominating Committee.

- Regularly represents clients in bid protests before the U.S. Government Accountability Office (GAO), the U.S. Court of Federal Claims (COFC), and federal claims. Argued before the COFC and represented clients in hearings before GAO in protest involving billions of dollars.
- Represents government contractors and subcontractors in federal courts and before various administrative forums in a broad variety of litigation matters, including contract claims and disputes before the Armed Services Board of Contract Appeals, Civilian Board of Contract Appeals and COFC.
- Represents clients in connection with government investigations involving federal contracts and grants, including investigations by federal agencies, agency offices of inspector general and the U.S. Department of Justice (DOJ).
- Wide-ranging experience with the National Industrial Security Program, including the facility clearance process and negotiating foreign ownership, control, or influence (FOCI) mitigation instruments with the Defense Counterintelligence and Security Agency (DCSA), as well as overcoming an unfavorable personnel security clearance adjudication.
- Represents clients in suspension and debarment proceedings.
- Counsel clients on the development and enhancement of ethics and compliance programs.
- Advises clients in transactions involving the acquisition of a government contractor, including assisting venture capital and private equity firms in evaluating the target company’s government business and identifying areas of risk.
- Experience negotiating a wide variety of transactional agreements, including teaming agreement, subcontract agreements and master service agreements.
