Drew Slone focuses her practice on public finance and real estate transactions, with an emphasis on negotiating public-private partnerships (P3). She leverages her understanding of special districts, including public improvement districts, tax increment districts, and municipal utility districts, to facilitate the growth of master-planned residential and mixed-use communities.

Drew’s work involves structuring development incentives and finding unique up-front financing mechanisms to complete capital stacks. She represents developers, underwriters, and issuers in municipal bond and economic development transactions. Her experience encompasses a wide range of projects, from governmental capital initiatives to residential real estate and utility developments. Drew has served as bond counsel on more than $3 billion in capital financing and has represented various parties in special district financing.

In her practice, Drew negotiates and implements economic development incentive packages for companies relocating or expanding. She has worked on traditional general obligation bonds as well as complex high-yield revenue monetization tools. Her experience includes representing cities in multiple phases of financing and development of residential and commercial real estate projects through special district assessment-backed bonds.

Drew also has represented real estate developers in negotiating development and entitlement agreements, focusing on the use of special districts as development financing vehicles for master-planned communities. She has served as underwriter’s counsel in innovative transactions involving the monetization of tax increment/TIF incentives and municipal utility district forward receivables.

Additionally, Drew has represented family offices and high-yield funds in purchases of assessment-backed reimbursement agreements. She is actively involved in professional organizations, serving as chair of the National Association of Bond Lawyers Securities Law and Disclosure Committee and participating in various capacities with the Urban Land Institute.
