Mr. Meier has deep experience in regulatory affairs and governmental litigation, representing regulated corporations and individuals doing business in California. He represents national and local companies in the transportation, telecommunications, technology, financial services, energy and health care sectors. His practice focuses on state and local regulation, government contracting and procurement, state agency and Attorneys General enforcement and investigations, and related complex governmental litigation. Mr. Meier focuses on implementing strategic regulatory and public policy legal strategies related to government contracts and regulated entities doing business in California, including for emerging commercial enterprises involved in artificial intelligence (AI), digital assets, blockchain and smart contracts, transportation and rail, electric vehicles (EVs) and autonomous vehicles (AVs). He handles state agency regulatory rulemaking and enforcement matters involving agencies such as the California PUC, CEC, Caltrans, DFPI, CDI, DGS and CDT, DCA, DHCS and DMHC, as well as related federal agencies.
His government contracts practice involves bid protests and writs of mandate, contract disputes and budget funding and payment negotiations, procurement counseling and advise on bidding strategies, and related false claims, investigations, and administrative and civil litigation. His public policy litigation work involves matters of first impression and state legislative and regulatory interpretation in evolving areas of industry, including appeals, writs and injunctions, licensing and compliance, public records and conflicts of interest matters.. Mr. Meier has handled numerous trials and arbitrations, mediations, and administrative hearings and routinely works to resolve complex matters with state regulators, state attorneys general offices, agency staff, policy makers, and various stake holders.

- Handle complex California procurement matters, bid protests, administrative hearings and writs and injunctions for state and local contractors and vendors. Handled disputes and procurements totaling in the billions of contract dollars in health care, pharma, tech and telecommunications.
- Successfully defended administrative and civil actions for Fortune 500 clients in multimillion-dollar commercial disputes involving governmental issues. False claims investigations and defense of state and federal qui tam actions in health care and telecommunications cases.
