With considerable experience advising government authorities, lenders, sponsors, contractors, and suppliers, Richard has played a key role in delivering transformative large-scale infrastructure projects worldwide, particularly within the transport, power, and renewable energy sectors. He has a strong track record in structuring and negotiating EPC and EPCM contracts across multiple jurisdictions, both within and outside Europe. In addition, Ceeney has deep experience in real estate development, particularly in relation to data centres and other digital infrastructure.

  • Acted for a subsidiary of a major global commodities business on a project to improve the energy efficiency of their process plant in Poland, including the design and installation of a CHP system and various other improvement works.°
  • Advising a petrochemicals company on all aspects of the procurement and construction of a refinery and petrochemicals complex in the Suez Canal Economic Zone, comprising one of the largest projects in development in the world.°
  • Assisting a French multinational electricity utility company in the drafting and negotiation of the equipment supply and construction contracts for a 100MW solar PV plant in Malaysia.°
  • Acting for an Asian utility company in the negotiation of a power purchase agreement for the exclusive purchase of electricity, facilitating the construction of a 1.8GW power station in a neighbouring jurisdiction.°
  • Advising a global technology company who are supplying and installing 25 solar and distribution grid projects to be located in Uganda, Africa. The projects, which will increase electricity access and supply to rural households and enterprises in multiple communities, are the first of their type in the region and are intended to form the template for many more in the future. Richard advised on multiple project agreements including the supply, transportation, and installation contracts for the construction of the facilities.°
  • Representing a German consultancy business in the negotiation of framework terms for their engagement in the Hinkley Point C nuclear power station project.°
  • Acting for the project sponsor in drafting and negotiating EPC contracts in relation to a 250km motorway project in Turkey, including the EPC contract for the Third Bosphorus Bridge (now called the Yavuz Sultan Selim Bridge) in Istanbul.°
  • Negotiating EPC and O&M terms for a 330MW power generation facility in Ukraine.
  • Acting for a world-leading data centre business in the standardisation of its EPC, O&M and procurement terms, including the drafting and negotiation of a series of FIDIC-based multi-jurisdictional framework agreements.°
  • Acting for a wind turbine manufacturer in its tender for, and subsequent negotiation of, contracts for the supply, installation and maintenance of wind turbines for German offshore wind farms together comprising 700MW of nameplate capacity.°
  • Advising a wind turbine manufacturer in relation to contracts for the supply, installation and maintenance of wind turbines for offshore wind farms in the UK and Sweden together comprising more than 800MW of nameplate capacity.°
  • Acting for a large Chinese developer on its $1 billion project in Nine Elms, a substantial mixed use development of more than one million square feet comprising 491 apartments, a five-star hotel and towers of 60 and 43 storeys.°
  • Acting for the developer in the negotiation of an Engineering Procurement and Construction (EPC) Contract for the design and construction of a 110MW Combined Cycle power plant in Thailand.°
  • Acting for a funder in relation to the financing of a battery storage plant in the UK.°
  • Advising in relation to the EPC and project management contracts and various ancillary contracts for the USD1.5 billion expansion and upgrade (and related infrastructure) of a port project in Tema, Ghana. The works include the development of 3-5 deep water berths and an access channel to accommodate larger vessels.°
  • Advising the developer in relation to the University of Ghana construction project. This is a 25-year Build-Operate-Transfer with project finance which will provide the University of Ghana with 1,000-student capacity accommodation and four new academic buildings. Work included advising in relation to the drafting and negotiation of the FIDIC-based building contract and consultant appointments, and acting as project counsel during the development of the project.°
  • Drafting and negotiating contracts for the supply, installation and maintenance of wind turbines for two 500MW offshore wind projects, each located in Scottish waters.°
  • Advising a global logistics company in relation to the design and construction contracts for a new port in Freetown, Sierra Leone, pursuant to a concession agreement with the Sierra Leone government. The building contract was based on the FIDIC Yellow Book. Following completion of the contracts, we have also been acting as project counsel, advising on queries as and when they arise in relation to the ongoing project.°
  • Advising the developer in relation to the construction of student accommodation at Kenyatta University, Nairobi, Kenya. Work included advising in relation to the construction contract, consultant appointments and concession agreement for the design, construction, operation and maintenance of undergraduate and postgraduate student hostels.°
  • Acting for the EPC contractor in negotiating EPC terms for a 130MW wind farm in Serbia.
  • Advising the developer on the structuring of, and negotiation of an EPC contract for, a 400 MW offshore wind project, in addition to providing advice on financing and bankability of commercial arrangements.°
  • Advising the developer and end user on the site acquisition, development and construction of a 19,000 square feet R&D facility in the Isle of Wight.°
  • Advising a wind turbine manufacturer on a frame agreement for the supply, installation and servicing of 100MW of wind turbines for a Scandinavian utility for use in projects in Sweden and Poland.°
  • Advising the developer of a landmark development site on the procurement of, tender evaluation for, and headline contract terms for, the construction, operation and maintenance of a 'Utilities Centre, including CHP generators, to generate heat, power, cooling, water and sewerage to the development.°
  • Representing the buyer in a series of transactions involving the corporate acquisition of a target company which had the rights to construct a large-scale UK solar PV energy project; the seller would simultaneously enter into an EPC contract with the target under which the seller constructed the project for a fixed price.°
  • Acting for the borrower/developer, in connection with the refinancing of its existing UK-wide anaerobic digestion waste to energy business, and the design and construction of a series of new AD plants.°
  • Advising on construction documentation for a manufacturing plant in Poland.°
  • Advising on the drafting and negotiation of EPC contracts for the construction of two data centres, one in Switzerland and one in Oman.°
  • Representing a wind turbine manufacturer in the negotiation of development agreements, agreements for lease, and related documentation for the construction of a new harbour, port and manufacturing facility in England.°
  • Representing a Chinese investor in a portfolio of anaerobic digestion and biomass plants in the UK, and, separately, in relation to investment in 2 x 40 MW straw biomass plants in Spain.
  • Representing the developer in connection with all aspects of the construction of a new biomass fired power station at a UK motor vehicle manufacturing plant, handling all aspects of planning, permitting, funding, construction, biomass (wood-chip) fuel supply, power offtake, grid connection and operation and maintenance.°
  • Advising the owner in relation to the drafting and negotiation of an EPCM (Engineer, Procure and Construction Manage) contract for the design and construction of a 310MW Combined Cycle Gas Turbine power plant in Kazakhstan, under which the EPCM contractor is to design the entirety of the power station, supply the mechanical equipment, and then supervise the assembly of the equipment and construction of the power station envelope by a third party contractor.°
  • Advising private equity investors on their investment in a portfolio of biomass boiler projects under the UK’s RHI scheme.°
  • Producing a FIDIC-based EPC contract for the conversion and fit out of a former goods transportation tanker into a fully functioning sea water desalination ocean-based plant.°
  • Acting for an international outsourcing contractor in relation to its government contact for the design, supply, manufacture, installation, testing, commissioning and subsequent maintenance of roadside infrastructure and installation of traffic technology equipment across the UK motorway network.°
  • Advising an Italian investor on the acquisition and later divestiture of UK-based wind energy assets.°
  • Advising an international commodities trading company and its local subsidiary on various agreements including the construction of on and offshore storage facilities as part of a joint venture arrangement in the Dominican Republic and Malaysia.°
  • Acted for the project company in relation to the procurement of a series of desalination and water treatment plants in Oman.°
