Tarik A. Brooks is a member of the Public Finance & Infrastructure Practice in Greenberg Traurig's Philadelphia office. Tarik has a diverse practice that includes the areas of public finance, commercial finance, and mergers and acquisitions. Tarik serves as lender’s counsel, purchaser’s counsel and underwriter’s counsel to various investment and commercial banks in taxable and tax-exempt financing transactions, including private placement bond transactions to finance the acquisition, construction, and rehabilitation of multifamily housing projects. He is experienced in affordable housing and community development matters involving new markets tax credits, historic tax credits, and advising national banks with making investments in compliance with the Community Reinvestment Act.

Tarik’s commercial finance practice involves the representation of borrowers and lenders in the financing of senior secured term loan and revolving credit facilities, acquisition financing for mergers and acquisitions, asset-based lending and private credit transactions. His mergers and acquisitions practice includes advising buyers and sellers in private mergers and acquisitions. Tarik has also advised financial institutions on the development and operation of mission-driven loan programs.

  • Served as lender’s counsel in the $101,000,000 taxable and tax-exempt financing of a senior housing facility in Pennsylvania.
  • Served as lender’s counsel in the $41,100,000 tax-exempt financing of a portfolio of multifamily affordable housing facilities located in Florida.
  • Served as bond counsel in the issuance of $34,590,000 Public Finance Authority Air Cargo Obligated Group Revenue Bonds (AFCO Airport Real Estate Group) Series 2023.
  • Represented bank in the issuance of $500 million in financing and derivatives to finance the renovation of multi-family housing projects in California.
  • Represented a national bank in connection with issuing over $200 million in equity equivalent investments to CDFIs across the country.
  • Represent institutional lender in connection with over $200 million multifamily affordable housing transactions.
  • Worked with CDFI to develop and execute financing program as a component of training program for real estate developers.
  • Represented national bank with the deployment of a $15 million debenture investment into a $250 million fund with a blended capital structure comprised of senior debt, preferred equity and fund manager equity.
  • Represented Seller of an insurance brokerage in the sale of its business to a private-equity insurance company.°
  • Represented a music production company in the sale of its assets to a music distribution company.°
  • Represented agricultural company with operations in U.S. and Mexico with obtaining a $25 million loan facility, secured by the company’s receivables in both countries.°
