Profile
Peter J. Andrews is a former government lawyer with broad experience in the areas of government law, state and local government contracts and procurement, public transportation, public-private partnerships, request for proposal (RFP) compliance, and public finance. He advises businesses and governments on contracts and procurement matters involving planning and community development, open records and meetings compliance, as well as land use and zoning. His public finance experience includes advising, negotiating and documenting transactions for airports, stadiums, public transportation systems and other governmental facilities and infrastructure. He is also experienced in corporate representation of governmental authorities as outside general counsel. Additionally, as a member of the litigation team, he provides litigation support and counsel to both government and private entities on complex commercial litigation matters.
Peter recently served as Chief Counsel of Legal Services for the Metropolitan Atlanta Rapid Transit Authority (MARTA), the nation’s ninth largest transit system. In this role, he was responsible for the oversight for an internal team of attorneys and outside counsel. The Offices of Risk Management and Contracts, Procurement and Materials (CPM) also repoerted to him. Previously, Peter held multiple positions in the City of Atlanta Department of Law including Deputy of the Finance and Aviation teams and acting City Attorney. In these roles he was responsible for the administrative management of the teams, ongoing project management and oversight, as well as providing advice and guidance to the Mayor and Council of the capital City of Georgia.

Experience
- Represented the City of Atlanta departments of finance, planning, procurement, and information technology and office of enterprise asset management in:
- The acquisition of 72 Marietta St., which now holds the Department of Watershed Management.°
- Development of the agreements to fund the successor facility to the Georgia Dome.°
- Negotiated agreements with MARTA and FTA leading to the construction of the Atlanta Streetcar.°
- Completed the sale of City Hall East. Acquired the real estate and financed the City of Atlanta's Public Safety headquarters.°
- Negotiated agreements with MARTA and the Federal Transit Authority leading to the construction of the Atlanta Streetcar.°
- Advised Hartsfield Jackson International Airport on a myriad of legal matters, including the Central Passenger Terminal Complex agreement, FAA rules and regulations, construction and lease matters.
- Issued over $1 billion in bonds for Hartsfield Jackson International Airport.°
- Acted as lead attorney responsible for responding to and colleting the city's largest open records request (over one million documents reviewed) associated with the challenge to the concessions procurement.°
- Worked in conjunction with outside counsel in defending the procurement of one billion-dollars' worth of concessions contracts.°
- Advised and assisted the Atlanta Development Authority and Atlanta Beltline, Inc. in the implementation of the City of Atlanta's Beltline Redevelopment Plan.°
- Negotiated development agreements for the 5-billion-dollar gulch redevelopment project in downtown Atlanta.
- Represented local authority in the redevelopment of former military base.
- Successfully represented an airport concessionaire in breach of contract claim.
