Greenberg Traurig’s Nikki E. Dobay, Bradley R. Marsh, DeAndre R. Morrow, and Shail P. Shah to Speak at COST 54th Annual Meeting

LAS VEGAS – Oct. 11, 2023 – Greenberg Traurig, LLPTax Practice attorneys Nikki E. Dobay, Bradley R. Marsh, DeAndre R. Morrow, and Shail P. Shah will speak at the Council on State Taxation (COST) 54th Annual Meeting in Las Vegas Oct. 17 – 20.

The four-day conference will cover almost every type of state and local tax issue that businesses taxpayers may encounter. The meeting will offer programs for state tax and government affairs professionals to learn more about their tax responsibilities.

Both Morrow and Dobay will speak Oct. 18 . Morrow will speak on a panel titled “Top 10 Cases – Income Tax,” which will discuss significant income tax cases from the past year, as well as what may come in 2024. Dobay will be a panelist for “More More Moore Ways to Tax?” which will discuss issues raised in the appeal of Charles G. Moore v. United States.

Shah and Marsh will present Oct. 19. Shah will present “California Office of Tax Appeals,” discussing updates on the Office of Tax Appeals (OTA) process and how to provide opportunities to taxpayers for appeals resolution. Marsh will present “Spotted on the Sonar – Property Tax Litigation and Legislation Issues with Best Practices.” The panel will discuss 2023 property tax cases, as well as managing property taxes.

Dobay is nationally known for her deep experience and understanding of state tax policy and the legislative process. She also advises her clients on sophisticated multistate tax issues as well as the consequences and planning opportunities related to corporate mergers and acquisitions transactions and oversees state and local tax (SALT) controversy matters, ranging from audits to appellate litigation, and involving sales and use taxes, income and franchise taxes, property taxes, and constitutional issues.

Marsh is co-managing shareholder of the firm’s San Francisco office and focuses his practice on tax controversy matters, including property, sales, payroll, business license, employment, franchise, parcel, district, documentary transfer, transient occupancy, utility user, income, parking, gift and estate taxes. He serves as a co-chair of the U.S. SALT Practice. Marsh represents clients in audits, litigation, and administrative hearings, as well as analyzing transactions and business models, and developing strategies for legislative resolutions. 

Morrow focuses his practice on SALT issues, including Maryland, Virginia, and District of Columbia taxes. He has counselled clients on a wide range of state and local tax matters including sales and use, income, property, franchise, motor fuel, documentary transfer, and transient occupancy taxes. Morrow represents clients before SALT agencies at the audit, collection, appeals, and litigation stages.

Shah has been helping clients address California tax problems for more than 15 years. His clients range from Fortune 25 companies to high-net-worth individuals. Shah focuses his practice on complex California tax planning and representation in front of the California Franchise Tax Board, California Department of Taxation and Fee Administration, OTA, Board of Equalization, and various administrative and judicial adjudicating forums at both the state and local levels. Shah provides advice on both proactive residency planning and residency audit defense.
