Magaly Zagal represents a variety of clients before the California Legislature, Administration, and Departments including biopharmaceutical, provider health care industry, auto manufacturers, education administrators and non-profit organizations. Magaly leverages her experience in health care law and government relations to offer clients effective representation while balancing legal and political implications.

Prior to joining Greenberg Traurig, Magaly represented managed care plans on matters relating to Knox-Keene Act compliance and general corporate matters, including licensure of full-service and specialized health care plans, drafting contractual agreements, and providing counsel on issues relating to the scope of practice, Anti-Kickback, HIPAA, and compliance with various California state health care laws.

Magaly also has experience representing patient advocacy organizations, pharmaceutical manufacturer and device Fortune 500 companies, health care startups, provider group associations before the California Legislature, Administration, and corresponding regulators.

Experience

  • Negotiated amendments with California Optometric Association and California Academy of Eye Surgeons, and advanced client’s position on AB 407 (Salas) with committee consultants, legislative offices, and Administration.°
  • Collaborated with legislative staff on AB 73 (Rivas) to advance client’s proposed amendments for the inclusion of innovative filtering facepiece respirator technology.°
  • Represented national non-profit organization’s policy interests relating to workplace standards, including the California Family Rights Act (CFRA), and Equal Pay Act before key leadership, stakeholder groups, committee consultants and legislative offices.°
  • Lobbied to advance SB 600 (Portantino), fertility preservation legislation, through the California Legislature, Department of Managed Health Care and Department of Health Care Services.°
  • Represented managed care plan before Department of Managed Health Care (DMHC) on SB 855 (Wiener), mental health and substance use disorder legislation compliance.°
  • Represented health care plans and policies before DMHC and Department of Insurance in connection with licensing and compliance matters.°
  • Drafted provider, business associate, plan to plan, subscriber agreements, and all consumer facing documents for managed care plans in compliance with the Knox Keene Act.°
  • Provided counsel on various California health care laws, federal HIPAA, HITECH, Anti-kickback, corporate practice of medicine, and scope of practice issues.°
