She also provides regulatory guidance and advocacy on regulatory issues and developments in current wireless and satellite telecommunications proceedings before the FCC and assists clients with federal and state licensing for various telecommunications services and operations, navigating approvals and coordination with various agencies including national security reviews by the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector.

In the space and satellite sector, Denise assists operators in securing critical Federal Communications Commission (FCC) authorizations for the launch and operation of satellite constellations and payloads. Her experience extends to obtaining market access, experimental and special temporary authority for cutting-edge satellite technology, and navigating intricate regulatory challenges, including spectrum usage, foreign ownership, orbital debris mitigation, and coordination with other government agencies. With a deep understanding of the industry, Denise also drafts and negotiates commercial agreements such as launch services agreements, spectrum lease agreements, and commercial agreements to support her clients’ operational needs.
