Rosa S. Jeong focuses her practice on all aspects of international trade laws, including trade remedy proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, federal courts, NAFTA, and the World Trade Organization (WTO). She has counseled and represented companies in antidumping and countervailing duty proceedings in the United States and other countries including, China, Mexico and Europe. She provides advice related to trade policy and multilateral and bilateral trade agreements.

Rosa also represents U.S. and foreign companies in Section 337 proceedings involving allegations of patent and trademark infringement and other unfair trade practices, including procedures before the Bureau of Customs and Border Protection following the issuance of an exclusion order in a 337 action.

Prior to entering private practice, Rosa served as a senior international trade analyst in the Import Administration of the Department of Commerce, where she led numerous antidumping and countervailing duty investigations and reviews. In that role, she participated in the drafting of the Department's countervailing duty regulations and served in the U.S. delegation in appeal proceedings concerning privatization issues before the Appellate Body of the WTO.

  • Served as outside counsel to the Brazilian government on all WTO matters involving Brazilian interests.
  • Assisted CEMEX, the global cement concern, in support of Mexico’s WTO case against the continued imposition of anti-dumping duties on imports of Mexican cement into the United States – a case that was settled highly favorably for CEMEX and Mexico, and led to the return of millions of dollars in anti-dumping duties. 
  • Represented complainant in a 337 action concerning infringement of patents on radio frequency switches, In the Matter of Certain Radio Frequency Integrated Circuits and Devices Containing the Same, 2012.
  • Represented respondent LG Electronics in a 337 action concerning infringement of patents on mobile phone cameras. In the Matter of Certain Electronic Imaging Devices, 2011.
  • Represented complainant Ultra in a 337 action concerning infringement of a patent on power supplies for personal computers. Obtained entry of consent orders and settlement agreements from respondents. In the Matter of Certain Power Supplies. 2008-2009.
