Lucas (Luke) Evans focuses on regulatory and transactional matters in the telecommunications and space industries.
Luke represents clients before the Federal Communications Commission (FCC) in various proceedings, including preparing applications for space and ground station authorizations and experimental license applications for space and wireless clients. He also advocates on behalf of clients participating in FCC rulemaking proceedings addressing novel regulatory issues.
Luke also negotiates and drafts commercial contracts on behalf of technology clients, particularly in relation to subsea and terrestrial fiber-optic networks and cloud computing infrastructure. Luke has related experience assisting clients in national security reviews of foreign investments, including Team Telecom and the Committee on Foreign Investment in the United States (CFIUS).
